One or more organization-operated programs or activities that have a common general objective and deploy the organization's material and human resources in a planned and systematic manner. An organization that publicly promotes or identifies itself in writing as offering a service, is licensed to deliver a service, assigns personnel and/or space to a service, or allocates financial resources to a service is considered to offer that service.

  COMMUNITY

A specific group of people living in the same locality and who may share a common culture, values, and norms. Communities can also be defined by race, religion, ethnicity, age, occupation, political status, tribal affiliation, interest in particular problems or outcomes, or other common bonds. The term "community" encompasses worksites, schools, tribes, residential neighborhoods, business districts, recreational areas, and health and human service sites.

  SERVICE POPULATION

A group or target population that the organization's services are designed to serve in accord with its mission, and which includes the organization's service recipients. An organization's service population may be defined by geographic location, specific problems or needs, religion, ethnicity, culture, or other factors.

PA-WDS 7: Financial Literacy

 
The agency promotes the achievement of identified financial goals by providing the individual with the knowledge necessary to effectively manage his or her finances.

PA-WDS 7.01

 
The agency provides basic financial literacy information in plain language that meets the needs of the identified service population, with technical terms, abbreviations, and acronyms clearly defined.

PA-WDS 7.02

 

Financial literacy topics are adjusted according to the identified needs of the group or individual receiving services and can include information regarding:

  1. predatory lending;
  2. banking;
  3. the establishment and maintenance of good credit;
  4. debt management;
  5. paying bills;
  6. investing in the future;
  7. insurance;
  8. tax basics;
  9. budgeting; and
  10. buying a home.
Interpretation: Direct service personnel should consider setting, audience, and subject matter when selecting which financial literacy topics to cover.

PA-WDS 7.03

 
Direct service personnel provide individuals with contact information for specific resources in the community, including places to receive sound financial advice and debt counseling services.
