IMMIGRANT

An individual not born in the United States, Puerto Rico, or an outlying US territory, who migrates from his/her country of nationality or any country in which they last habitually resided and chooses to seek a better economic, social or religious life abroad. Immigrants, and children of immigrants, can be citizens, Legal Permanent Residents "a step toward naturalization as a US citizen" or non-citizens, either legal or undocumented without legal status.

  REFUGEE

Those who flee their home country because of persecution or a well-founded fear of persecution due to race, religion, nationality, membership in a particular social group, or political opinion and are unable or unwilling to return to, or avail themselves of, their home country.

  FAMILY

Two or more people who consider themselves family and who assume obligations, functions, and responsibilities generally essential to healthy family life. Child care and child socialization, income support, long-term care, and other caregiving are among the functions of family life. The definition of "family" will rest with an individual's indication of who plays a family member role, including current or former foster family, adoptive family, extended family members, fictive kin, or significant others. Organizations that believe family is the central constellation in a child's life, and that family attachments are of primary importance for human development, will strive to work with professional staff to develop a common understanding of "family."

  SCREEN

A preliminary test administered to a client to determine whether he/she meets eligibility criteria for the services offered by an organization.

  SERVICE

One or more organization-operated programs or activities that have a common general objective and deploy the organization's material and human resources in a planned and systematic manner. An organization that publicly promotes or identifies itself in writing as offering a service, is licensed to deliver a service, assigns personnel and/or space to a service, or allocates financial resources to a service is considered to offer that service.

The client's entry point for services at which eligibility is assessed against established criteria and a preliminary evaluation of the presenting problem occurs.

A formal written agreement between two or more parties that specifies the services, space, or products to be provided in exchange for some form of compensation. Also known as "purchase of service arrangement."

IRR 2: Screening and Intake

 
The organization screens applicants promptly and responsively to identify need efficiently and direct individuals to appropriate services.

IRR 2.01

 
At the time individuals are screened information is provided about how well the person’s or family’s request matches the organization's services, and what services will be available and when.

IRR 2.02

 

Prompt, responsive, uniform, and comprehensive intake practices:

  1. ensure equitable treatment;
  2. give priority to urgent needs and emergency situations;
  3. clarify needs and possible causes;
  4. support timely initiation of services including set-up of a client file; and
  5. provide for placement on a waiting list, if desired.
Interpretation: Uniform and comprehensive intake practices can be advanced through the use of a common issues spotting form. Such a form also can serve as the basis for a call-up/tickler system to ensure efficient initiation of services and support reporting on service use.

IRR 2.03

 
Workers engage applicants in a non-judgmental explanation of roles and responsibilities resulting in a mutual, written understanding of what individuals expect.

IRR 2.04

 
The organization makes every effort to ensure clients fully understand issues covered and information provided during initial meetings.

IRR 2.05

 
Individuals who cannot be served, or cannot be served promptly, are referred or connected to appropriate resources.
NA The organization: (1) accepts all clients, or (2) only receives clients by referral, and is required by contract to accept all referrals.
