JJD 7: Education Services

Comprehensive, coordinated education services help youth catch up in school and advance to the highest possible level of academic achievement.

NA The organization provides services in the after-school or evening hours, only.

JJD 7.01

Each youth is:

provided with an education plan that is integrated with the service plan; and
enrolled in an appropriate educational program.

Research Note: Research suggests that many youth involved with the juvenile justice system are in need of special education services and highlights the importance of: (1) identifying when youth are eligible for special education, as referenced in JJD 1.02; (2) developing individualized education programs (IEPs) that meet their needs; and (3) arranging for the delivery of special education services.

JJD 7.02

The educational program incorporates effective instructional practices, quality curriculum design, and educational tools for diverse learning needs.

JJD 7.03

The educational program is approved, certified, accredited, registered, or operated by or in conjunction with the local school district.

JJD 7.04

The educational program complies with all state and local requirements regarding:

the number of hours students spend in school per day;
the qualifications of educational personnel; and
the ratio of students to educational personnel.

JJD 7.05

Program personnel routinely and frequently communicate and collaborate with educational personnel.

JJD 7.06

The organization provides or arranges, as needed:

tutoring;
preparation for a high school equivalency diploma; and
college preparation.

	PURPOSE: Juvenile Justice Day Services promote public safety and reduce the need for out-of-home placements by allowing youth to reside in their communities while they address problems and develop the attitudes and skills needed to make responsible choices, avoid negative behaviors, and become productive, connected, and law-abiding members of their communities.

	SERVICE One or more organization-operated programs or activities that have a common general objective and deploy the organization's material and human resources in a planned and systematic manner. An organization that publicly promotes or identifies itself in writing as offering a service, is licensed to deliver a service, assigns personnel and/or space to a service, or allocates financial resources to a service is considered to offer that service.


	CONNECTED The means by which individuals access services that may or may not be provided by the organization itself. These terms are used interchangeably when individuals are connected to services either directly or by referral. See also LINKED.


	SERVICE PLAN A written plan of action based on the assessment of consumer needs and strengths that identifies problems, sets goals, and describes a strategy for achieving those goals and engaging in joint problem solving with the consumer. Also known as a "treatment plan".


	PROGRAM A system of services offered by an organization. For example, an organization providing a mental health service may offer several mental health programs to different populations, e.g., a mental health program for adolescent teens. The word "program" can be used interchangeably with the word "service" or to describe specific programs.


	RESEARCH For purposes of COA accreditation, all forms of internal or external research involving persons served except internal program evaluation and outcomes research, or educational projects performed by students and interns that are part of their professional training.


	PRACTICE Established actions or ways of proceeding in the regular performance of organizational duties. Policies and procedures often guide practice.


	QUALITY In this context, the extent to which contemporary and generally recognized standards for professional practice are met and exceeded, and desirable service outcomes achieved.


	PERSONNEL The body of employees and/or volunteers that carries out the organization's tasks under the organization's administration and/or supervision. This definition does not include foster parents who are specifically referenced in relevant standards


	PROGRAM PERSONNEL All direct service and administrators or supervisors of direct services that are involved in the operation of the organization's social service programs. "Program personnel" does not include MIS, accounting, facilities, clerical, or other staff that are not involved in the provision or oversight of direct services.
